Public Designation, Due to Involvement in Significant Corruption, of Two Former Paraguayan Officials, Oscar Gonzalez Daher and Javier Diaz Veron

The United States reiterates its commitment to combat corruption globally and commends the Government of Paraguay for its efforts to hold elected officials accountable for corruption. The United States calls on the Government of Paraguay to continue these efforts and to continue to take actions to enhance transparency and strengthen the rule of law within its democracy.
Today, the Department of State designates two former Paraguayan officials due to their involvement in significant corruption: former president of Paraguay’s judicial disciplinary board and senator, Oscar Gonzalez Daher, and former Attorney General, Javier Diaz Veron.
This designation is made under Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2019 (Div. F, P.L. 116-6), as carried forward by the Continuing Appropriations Act, 2020 (Div. A, P.L. 116-59). Section 7031(c) provides that, in cases where the Secretary of State has credible information that current or former officials of foreign governments have been involved in significant corruption, those individuals and their immediate family members are ineligible for entry into the United States.
In addition to Oscar Gonzalez Daher and Javier Diaz Veron, the Department is designating the following members of Mr. Daher’s immediate family: Nelida Chaves de Gonzalez, Oscar Ruben Gonzalez Chaves, and Maria Gonzalez Chaves; and the following members of Mr. Veron’s immediate family: Maria Selva Morinigo, Yeruti Diaz Morinigo, Manuel Diaz Morinigo, Alejandro Diaz Morinigo, and Mr. Veron’s minor child.
Today’s action sends a strong signal that the United States is committed to fighting systemic corruption and supporting the rule of law in Paraguay. A healthy democracy relies on the trust of its citizens. The Department of State, in cooperation with other U.S. agencies and international partners, will continue to use all tools at its disposal to combat corruption in Paraguay and globally.
