I just found this In Focus report from the Congressional Review Service which talks about various tools targeting foreign corruption and human rights abuses. It discusses Section 7031(c), the Global Magnitsky OFAC sanctions program, and Section 212 of the Immigration and Naturalization Act (INA), among others.
Personally, I was horrified by the broad scope of the INA authority – I’m really curious as to the ability to challenge these designations, Congressional oversight and, to be fair, anything that can be a check or balance to the State Department. Mind you, the INA powers only block the right of entry to the United States, but still…
